Scholarships

For the period 2011-2012 approved by Slovak Government Resolution No. 374/2009 of 20 May 2009

General Conditions

1. Scholarships and stays of foreign students – Slovak Republic scholarship holders – are realised in accordance with the internal legal regulations of the Slovak Republic.

2. The Ministry of Foreign Affairs of the Slovak Republic notifies the respective ministry of foreign affairs of the country concerned via diplomatic channels of the approved conditions for university studies at public universities in the Slovak Republic, together with the number of scholarships, in a notification letter by the end of February of the respective year for the following academic year.

3. The sending party presents its proposals in the prescribed manner via its representative office in the Slovak Republic, or the representative office of the Slovak Republic in the respective country at the latest by 30 May of the respective year to the address specified in the notification letter of the Ministry of Foreign Affairs of Slovakia. The nominations of compatriots are presented by the respective compatriot organisation. The delivery date of the personal materials to Slovakia will be decisive. The nomination is valid only for the year of its issue.

4. On the basis of the materials presented the selection commission of the Ministry of Education, Science, Research and Sport of the Slovak Republic will decide on granting a scholarship of the Slovak Government for the standard period of university study in Slovakia and it will announce its decision on the granting of the scholarship by 31 August of the calendar year. The results of the selection will also be announced electronically at the official website of the Ministry of Education, Science, Research and Sport of the Slovak Republic by 15 July of the calendar year.

5. The sending party or the scholarship holder is obliged to notify the accepting university and the Ministry of Education, Science, Research and Sport of the date of arrival in Slovakia two weeks in advance at the latest.

6. Commencement of study is linked to the academic year in which it was decided to grant the scholarship. The scholarship is not transferable to another person. The date for commencing study cannot be shifted without the prior consent of the Slovak party, for which in justified cases the scholarship holder may apply in writing.

7. Holders of a scholarship of the Slovak Government are exempt from administration fees for the granting of a permit and the extension of a permit for temporary stay in the SR pursuant to the internal legal regulations of the SR.

8. The application procedure for temporary stay in Slovakia is governed by Act No 48/2002 on the Stay of Aliens and on Change and Amendments to Some Acts as amended. We recommend all applicants for a scholarship of the Slovak Government to comply with the procedure pursuant to this act.

9. Healthcare for foreign citizens studying in Slovakia is provided:

  • Pursuant to Article 3, paragraph 3, letter d) of the Act No 580/2004 Coll. on Healthcare Insurance as amended, a physical person who does not have permanent residence in the Slovak Republic has compulsory public health insurance if he/she does not have health insurance in another member state of the European Union or in signatory state of the Agreement on the European Economic Area or in the Swiss Confederation and is a student from another member state or a foreign student studying at a university in the Slovak Republic on the basis of an international agreement by which the Slovak Republic is bound.
  • Pursuant to Article 11, paragraph 7, letter h) of the above mentioned Act the state covers the insurance for the foreign student to fulfil the commitments arising from international agreements by which the Slovak Republic is bound.

10. A foreigner applies for a scholarship of the Slovak Government on the form – Application for the Scholarship of the Slovak Government – with the respective appendices, which form an integral part of these materials. Incomplete applications will not be included in the selection proceedings of the selection commission. An exception will only be made in the case of the subsequent submission of end-of-year school certificates, which the applicant receives in the given calendar year on a date after submitting the application to the Slovak party.

Financial Conditions

11. In accordance with the decision of the Slovak Minister of Education, Science, Research and Sport the Slovak Ministry of Education, Science, Research and Sport will provide a scholarship of the Slovak Government to a foreigner who is at the time a student at a public university in Slovakia pursuant to Act No. 131/2002 Coll. on Higher Education and on Changes and Amendments to Some Acts as amended as follows:

  • a) one-off contribution during language and professional training, first and second degree of university study
    • upon beginning study in the SR – 35 €
    • upon completing this study in the SR – 35 €
  • b) one-off contribution during the third degree of university study (PhD.)
    • upon beginning study in the SR – 35 €
    • upon completing this study in the SR – 70 €

Payment of the merit scholarship is tied to attaining the study average and fulfilling the study programme for the previous academic year as follows:

  • during the first and second degree of university study a study average of at maximum 1.3;
  • during the third degree of university study the fulfilment of the study programme and successful completion of the prescribed examinations.

12. During summer holidays the Slovak Government will provide a monthly scholarship in the set amount unless the student leaves Slovakia and in the next academic year continues in a daily form of university studies at a public university in Slovakia, and provided that the student has completed the first or second degree of university studies with final examinations. The scholarship will be paid out following the submission of documents in proof of the claim.

13. A foreigner who is not to continue in a higher degree of university study or who has completed the third degree of university study has, besides a claim to the one-off contribution, also a claim to payment of a one-month scholarship in the set amount for ensuring residence in the SR intended for completing their study stay in Slovakia.

14. The scholarship of the Slovak Government is provided in the set amount to a scholarship holder during a period of medical treatment following submission of a document on incapacity for work.

15. A scholarship holder shall lose their claim to payment of a scholarship of the Slovak Government if:

  • he/she changes their university study programme without prior consent from the Slovak Ministry of Education, Science, Research and Sport;
  • repeats a year in the framework of university studies;
  • exceeds the standard length of study set by the statute of the respective public university for the selected study programme;
  • ceases, for any reason, to be a student of a public university in Slovakia;
  • abandons university studies in Slovakia;
  • does not begin studies within the set term stated in the notice granting the Slovak Government scholarship without prior consent from the Slovak Ministry of Education, Science, Research and Sport.

1st and 2nd Degree University Study Programmes (bachelor, master and doctoral study)

16. The Ministry of Education, Science, Research and Sport of the Slovak Republic will grant the applicants scholarships for university studies in the Slovak language in a chosen field of studies according to the current system of study programmes at public universities in Slovakia. A scholarship of the Slovak Government will not be provided for non-accredited study programmes.

17. Persons applying for a scholarship of the Slovak Government for bachelor, master and doctoral degree study programmes of university studies in the framework of the offer must meet the following conditions:

  • to have completed secondary school education with school leaving exam. The document on education gained abroad must be assessed by the Education Documents Recognition Centre of the Slovak Ministry of Education, Science, Research and Sport, Stromová 1, 813 30 Bratislava. The Centre’s statement that shall be attached to the application for a scholarship of the Slovak Government submitted by the applicant for assessment to the Slovak Ministry of Education, Science, Research and Sport Selection Committee.
  • to fulfil the conditions for acceptance for university studies pursuant to SR Act No. 131/2002 Coll. on Higher Education and on Changes and Amendments to Some Acts,
  • to submit a completed application form for the provision of a scholarship of the Slovak Government with the respective appendices (the application form is available in the electronic form and also at “>Slovak Embassies),
  • for the scholarship of the Slovak Government for bachelor, master and doctoral studies can apply candidates between 18 and 26 years of age.

18. For the period of study in the selected field of study stipulated by the statute of the respective university, i.e. at the time when the scholarship holder is according to internal legal regulations a university student, a holder of a scholarship of the Slovak Government will be provided with the following:

  • a monthly grant of a stated amount,
  • accommodation in student halls of residence and catering in student dining halls for a charge equal to that for students with Slovak citizenship,
  • education at the chosen public university, under the same conditions as provided for citizens of the SR during the study period set by the statute of the university,
  • a scholarship of the Slovak Government for one-year language and vocational preparation if the applicant has not completed his/her secondary education in Slovakia or at a secondary school with Slovak language lessons abroad. Graduation from this does not replace the acceptance proceedings for university study pursuant to SR Act No. 131/2002 Coll. on Higher Education and on Changes and Amendments to Some Acts, as amended.

19. The foreigner who is a Slovak Government scholarship holder is obliged to have concluded a health insurance policy for the whole period of the temporary stay in the Slovak Republic in accordance with the relevant stipulations of Act No 580/2004 Coll. on Health Insurance and on Changes and Amendments to Some Acts as amended, as stated in point 9 of the General Conditions.

20. The sending party or the scholarship holder will cover travel costs at the commencement and completion of the study stay in Slovakia.

3rd Degree University Study Programmes (doctoral)

21. The Ministry of Education, Science, Research and Sport of the Slovak Republic shall provide applicants with a scholarship of the Slovak Government for PhD. study in the Slovak language in public universities of Slovakia.

22. Persons applying for a scholarship for PhD. study in the framework of the Slovak Government offer must fulfil these conditions:

  • to have completed university education in a second degree study programme (having gained the academic title “MSc.” at a foreign university or “Mgr.”, “Ing.”, “MUDr.” or “MVDr.” at a university in the SR). The document on the education gained abroad must be assessed by the Slovak Educational Document Equivalence Centre (Stredisko na uznávanie dokladov o vzdelaní v SR), Ministerstvo školstva, vedy, výskumu a športu SR, Stromová 1, 813 30 Bratislava. Its opinion forms a part of the application for a scholarship of the Slovak Government submitted by the applicant for assessment to the selection commission at the Ministry of Education, Science, Research and Sport of the Slovak Republic,
  • to meet the conditions for acceptance to a third degree university study programme pursuant to Slovak Act No. 131/2002 on Higher Education and on Changes and Amendments to Some Acts as amended,
  • to submit a completed application form for the provision of a scholarship of the Slovak Government with a statement of the field of PhD. study according to the current list of fields of PhD. studies provided in Slovakia with a preliminary acceptance of the envisaged training workplace in Slovakia, as well as the relevant appendices stated on the application form (the form is also available at Slovak Embassies),
  • for the scholarship of the Slovak Government for PhD. study can apply candidates between 23 and 35 years of age.

23. For the standard period of study for the chosen programme, where this period is set by the statute of the given university, i.e. at the time when the applicant is a Slovak Government scholarship holder, the latter will be provided with:

  • a monthly grant of a stated amount,
  • accommodation in student halls of residence and catering in student dining halls for a charge equal to that for Slovak citizens,
  • education at the selected public university, similar to that for citizens of Slovakia during the study period set by the statute of the university,
  • a scholarship of the Slovak Government for a year’s language preparation if the applicant has not completed the second degree of university study in the SR. Graduation from this does not replace the acceptance proceedings for university study on a third degree study programme pursuant to the SR Act No. 131/2002 Coll. on Higher Education and on Changes and Amendments to Some Acts as amended.

24. A person who is a scholarship holder is obliged to have healthcare insurance pursuant to the Slovak Act No. 580/2004 Coll. on Healthcare Insurance as amended, as mentioned in the Article 9 of the General Conditions.

25. The sending party, or the applicant, shall cover travel costs at the commencement and completion of the study stay in Slovakia. If the topic of the dissertation requires the collection of materials, samples, etc. in the scholarship holder’s home country, then the latter shall cover all travel costs during the study connected with travelling to his/her own country with this aim.
